भारत में बढ़ती नशा तस्करी एवं युवाओं को नशे से बचाने हेतु तत्काल प्रभावी कार्रवाई
माननीय प्रधानमंत्री जी,
भारत में नशीली दवाओं की तस्करी और युवाओं में बढ़ती नशे की प्रवृत्ति गंभीर चिंता का विषय है। इसका दुष्प्रभाव केवल व्यक्ति के स्वास्थ्य तक सीमित नहीं है, बल्कि परिवार, शिक्षा, रोजगार, कानून-व्यवस्था और देश के भविष्य पर भी पड़ता है।
सरकार द्वारा Drug Control Vision 2026–2029 तथा Nasha Mukt Bharat Abhiyaan सहित अनेक कदम उठाए गए हैं। फिर भी बदलते trafficking networks, darknet, cryptocurrency और synthetic drugs जैसी नई चुनौतियों के कारण निरंतर मजबूत कार्रवाई आवश्यक है।
अतः मेरा अनुरोध है कि:
अंतरराष्ट्रीय एवं अंतरराज्यीय नशा तस्करी नेटवर्क तथा उनके वित्तीय स्रोतों पर कठोर एवं समयबद्ध कार्रवाई की जाए।
स्कूलों और कॉलेजों के आसपास प्रभावी drug-free zones बनाए जाएं तथा युवाओं के लिए नियमित जागरूकता और counselling कार्यक्रम अनिवार्य किए जाएं।
Darknet, cryptocurrency और social media के माध्यम से होने वाली तस्करी की पहचान के लिए आधुनिक technology और AI का व्यापक उपयोग किया जाए।
प्रत्येक जिले में de-addiction, counselling और rehabilitation सुविधाओं को मजबूत किया जाए तथा नशे के शिकार लोगों के पुनर्वास पर विशेष ध्यान दिया जाए।
नागरिकों के लिए सुरक्षित, गोपनीय और सरल drug-reporting व्यवस्था उपलब्ध कराई जाए।
NCB, पुलिस, सीमा सुरक्षा एजेंसियों, स्वास्थ्य विभागों, राज्यों तथा सामाजिक संगठनों के बीच बेहतर coordination के लिए एक मजबूत राष्ट्रीय monitoring mechanism बनाया जाए।
नशे के विरुद्ध लड़ाई केवल कानून-व्यवस्था का विषय नहीं, बल्कि भारत के युवाओं और आने वाली पीढ़ियों के भविष्य की रक्षा का राष्ट्रीय दायित्व है। अतः इस विषय पर ठोस, पारदर्शी और परिणाम-आधारित कार्रवाई सुनिश्चित करने का अनुरोध है।

Subject: Request for empanelment of Ayurvedic Hospitals under DGEHS on the lines of CGHS
Respected Madam,
I, Suraj Parkash Manchanda, aged 73 years, residing at C2/35 B, Keshav Puram, Delhi 110035, President of Single Seniors Welfare Trust (SSWT), Delhi, wish to bring to your kind attention a serious issue faced by senior citizens and Delhi Government employees / pensioners.
Under DGEHS, as per the Latest Hospital List dated 26/06/2025, there is almost no Ayurvedic hospital empanelled at present:
1. Only one centre – Vivekanand Pratishtan Parishad Yogashram, Khureji, Delhi – is shown as Indian System of Medicine.
2. One diagnostic centre is inside All India Institute of Ayurveda, Sarita Vihar.
3. All other reputed Ayurvedic centres like Arya Vaidya Sala Kottakkal, 18-19X Karkardooma, Jeena Sikho Life Care Ltd. branches, Tulsi Ayurvedic Centre, Shri Vats Ayurvedic Chikitsalya, Sanjeevani Ayurveda, Amaltas Ayurveda, SKK Ayurveda, Bapu Dham Ayurvedic Naturopathy Centre, Bapu Nature Cure Hospital – Mayur Vihar etc. have been de-empanelled / suspended w.e.f. 13/03/2023.
In contrast, under CGHS, Government of India, a large number of Ayurvedic Hospitals and Panchakarma Centres are empanelled across Delhi NCR, including Kottakkal Arya Vaidya Sala and other NABH accredited Ayurvedic hospitals. CGHS beneficiaries can take Ayurvedic treatment and Panchakarma treatment as per need.
Ayurveda is our traditional system of medicine, recognized by Ministry of AYUSH, Government of India. For elderly people, Ayurveda and Panchakarma are very effective for joint pain, arthritis, neurological problems, diabetes management, stress, and chronic lifestyle diseases. Ayurveda has fewer side effects and is affordable.
Many senior citizens who are DGEHS beneficiaries are now forced to pay from their own pocket for Ayurvedic treatment, while the same facility is available free / cashless to CGHS beneficiaries.
I therefore humbly request you to kindly consider:
1. Re-empanelment of previously de-empanelled genuine NABH accredited Ayurvedic hospitals which were withdrawn on 13/03/2023, after due verification. Please take prompt action.
2. Fresh empanelment of more Ayurvedic Hospitals and Panchakarma Centres in Delhi NCR on the same pattern and criteria as CGHS, Delhi.
3. Inclusion of All India Institute of Ayurveda (AIIA), Sarita Vihar and other AYUSH hospitals under DGEHS for IPD and OPD treatment.
4. Till new empanelment is done, allow reimbursement of Ayurvedic treatment taken from CGHS empanelled Ayurvedic hospitals, on CGHS rates.
Single Seniors Welfare Trust has over 400 members, all senior citizens. Many of them regularly need Ayurvedic and Panchakarma care. This one step will benefit lakhs of pensioners and their dependent family members under DGEHS.
I shall be grateful if you kindly issue necessary directions to Health & Family Welfare Department, GNCTD to take urgent action in this matter.

ऑनलाइन डायग्नोस्टिक टेस्ट सेवाओं में भ्रामक विज्ञापनों एवं अनावश्यक जांचों पर प्रभावी नियंत्रण हेतु सुधारों के लिए पीएम से अनुरोध।
माननीय प्रधानमंत्री जी,
सादर निवेदन है कि आजकल ऑनलाइन डायग्नोस्टिक टेस्ट की सेवाएँ तेजी से बढ़ रही हैं। समाचारों में ऐसी चिंताजनक बातें सामने आ रही हैं कि कुछ कंपनियाँ अत्यंत कम कीमतों पर विभिन्न रक्त एवं स्वास्थ्य जांचों के पैकेज का प्रचार करती हैं। कई बार इन आकर्षक ऑफरों के कारण लोग बिना चिकित्सकीय सलाह के ऐसे टेस्ट करा लेते हैं, जिनकी उन्हें आवश्यकता भी नहीं होती।
इससे दो प्रकार की समस्याएँ उत्पन्न हो रही हैं—एक ओर स्वस्थ व्यक्ति अनावश्यक जांचों पर पैसा खर्च करता है और दूसरी ओर रिपोर्ट में मामूली असामान्यता देखकर अनावश्यक चिंता तथा आगे की जांच/उपचार का सिलसिला शुरू हो सकता है। विशेष रूप से वरिष्ठ नागरिकों और कम तकनीकी जानकारी रखने वाले लोगों को भ्रामक ऑनलाइन विज्ञापनों से बचाना आवश्यक है।
अतः मैं सरकार से निम्न सुधारों पर विचार करने का अनुरोध करता हूँ:
बिना चिकित्सकीय आवश्यकता के जांचों को बढ़ावा देने वाले भ्रामक विज्ञापनों पर कड़ी कार्रवाई की जाए।
ऑनलाइन डायग्नोस्टिक कंपनियों के लिए स्पष्ट एवं अनिवार्य नियम बनाए जाएँ कि टेस्ट की आवश्यकता, सीमाएँ और रिपोर्ट की व्याख्या संबंधी जानकारी उपभोक्ता को दी जाए।
सभी ऑनलाइन लैब/डायग्नोस्टिक सेंटरों की मान्यता, गुणवत्ता और रिपोर्टिंग मानकों की नियमित जांच हो।
“50% OFF”, “Mega Package”, “Full Body Check-up” जैसे आकर्षक पैकेजों में शामिल प्रत्येक टेस्ट की वास्तविक कीमत और आवश्यकता स्पष्ट रूप से बताना अनिवार्य किया जाए।
डिजिटल प्लेटफॉर्म पर ऐसे विज्ञापनों की निगरानी के लिए एक प्रभावी शिकायत एवं त्वरित कार्रवाई प्रणाली बनाई जाए।
वरिष्ठ नागरिकों के लिए विशेष जागरूकता अभियान चलाए जाएँ, ताकि वे सस्ते ऑनलाइन ऑफरों के नाम पर अनावश्यक जांचों या वित्तीय शोषण का शिकार न हों।
मेरा उद्देश्य किसी संस्था या कंपनी को दोषी ठहराना नहीं, बल्कि ईमानदार और विश्वसनीय डायग्नोस्टिक सेवाओं को बढ़ावा देना तथा आम नागरिकों के हितों की रक्षा करना है।
स्वास्थ्य सेवा में तकनीक और ऑनलाइन सुविधाओं का विस्तार स्वागत योग्य है, लेकिन यह विस्तार विश्वसनीयता, पारदर्शिता और मरीजों के हित की कीमत पर नहीं होना चाहिए।
आशा है कि आपकी सरकार इस महत्वपूर्ण जनहित के विषय पर आवश्यक नियामक सुधार एवं निगरानी व्यवस्था लागू करने पर विचार करेगी।

Subject: Request for intervention regarding denial of treatment to DGHS-empanelled senior citizens at Premadhar Ayurvedic Research Institute & Hospital
Respected Sir,
I, Suraj Parkash Manchanda, am a retired senior citizen duly empanelled under DGHS for treatment. Recently, I visited Premadhar Ayurvedic Research Institute and Hospital, Delhi, for my medical treatment. However, to my disappointment, the hospital administration refused to provide treatment, stating that the empanelment is valid only for CGHS employees and pensioners, and not applicable to DGHS-retirees.
This situation is extremely concerning, as DGHS-empanelled senior citizens like me are equally entitled to access healthcare facilities without discrimination. A hospital approved for CGHS pensioners and employees should, in principle, also extend services to DGHS retirees, especially in matters related to health and well-being of elderly citizens.
I humbly request you to kindly look into the matter and issue necessary directions to the concerned authorities and the hospital so that DGHS-empanelled retirees are permitted and facilitated for treatment at the said Ayurvedic institution. Ensuring uniformity in healthcare access will greatly benefit senior citizens dependent on government empanelment for medical support.
